Open relay agreement is not on list of treaties with vassal, and you are unable to propose an open relay agreement with a vassal.

Steps to reproduce the issue
Become an overlord of a faction before without having an open relay agreement.

Hey TheChubbyBard, thanks for reaching out. It's currently not possible to make more treaties after entering into a Vassalage. We'll look into whether we can make it possible for a later update.
