Hey Melikat, thanks for reaching out. Operational Prowess has not changed and still has the 6 Tiers however Operational Effectiveness 5 and 6, which these used to be part of, are removed. Operational Prowess 5 and 6 have been moved around to other Covert Techs so that you're not forced to go down the Operation Effectiveness line to get some Operational Points.
The Resource Pickup was likely a Imperial Stockpile that would provide you with a structure, when that isn't possible you won't pickup the pickup until new structures are available. A little bubble appears next to your stack/pickup that says it can't be picked up. Hope that clarifies your concerns.
