Hey Farkter.yough, thanks for reaching out. The drones are not spawning as they are currently part of the Vanguard Resource Packs, and as certain races are blocked during the campaign it's causing this issue. We've already resolved it for our next patch so you'll have to wait a bit or revamp your strategy.
