Please explain your issue is in as much detail as possible.
I started a new world in Empire mode as Assembly and redeemed Act of Reconciliation. I have 3 Alliances and one Non-Agression pact, which should award me 22 happiness, but I only do get 8. I have two Friendships and one Peace with Independants. Changing the Peace to Friendship did not change the happiness awarded through the doctrine.
Changing the Non-Agression pact to an Alliance did not change the happiness value either.

EDIT: After passing a few turns, the value changed to the correct 24.
