Can I play Art of War if I revert back to an older version. Version 1.8 is too broken for me to play but I still want to play AOW.

You could try, but I doubt it even shows up on the launcher with an older version, let alone actually work.
How could it? 1.7 or earlier can't know about the new mechanics.
But yeah, they should release patches (to open beta at least) before expansions so that when they launch the DLC it is on solid ground.
