In the event I made the relations less because Russia protested the papers while Austria did not, but do what you will with it. I just thought it was an interesting flavor event. In all actuality all the relations need to be made a little less harsh. Maybe -50 for France, and -25 for every one else. Perhaps +25 and a royal marriage with Austria. It was one of the reason Germany sided with Austria in almost every little tiff Russia and them got into. Bismark felt Russia was not a true friend and thus followed Austria almost without exception. And from what I know Bismarck's policy towards every one but Austria was merely to keep them away from France. The only reason he was more nice to Russia than England was he was afraid of fighting a war on two fronts. The reason I was wondering was not so much for Bismarck as for some of England's later Monarchs who had very little control compared to their Prime Ministers.
Another thing I would like to ask about is according to some post Italy can form from almost any Italian nation, but from what I have read Sardinia was the only country free from foreign rulers, most of witch had no desire to change the situation in Italy. Is my book wrong or does this need to be given more thought?
