Stephen F. Austin would be the first president- Moses died before anyone settle in Texas. There are several others I could look up.
Meanwhile, I'd like that one thing be noted:
Houston was the best president, supported cavalry forces over large infantry bodies and forts (thus the Texas Rangers and the furloughing- Houston wasn't an idiot) and supported annexation by the US. He was President, Governor, Senator, etc. of Texas and Tennessee. One of the brightest politicians we've had (the current is not typical

Lamar, on the other hand, was a belligerent fool. He thought that a large quantity of infantry could solve anything (large, though, wasn't that large comparatively) and wasted money hiring troops and building forts to protect against Native Americans that Houston did better with a small cavalry force. Really, one doesn't defeat the Commanches with infantry! Lamar opposed annexation- annexation would also have not occurred if Clay was elected in Polk's place- and authorized "imprudent" expeditions that invade Mexico.
Bottom line: Houston, despite being drunk most of the time, was the more sober leader by a wide margin. If you give me a few days I can work up stats for him, Lamar, Jones, Austin, and the rest. I can also do election events modifying DP sliders if needed.
