All Tiles are unlocked.. So can not just buy another one..

Hmm they where supposed to have fixed that.

Make a bug report with map name etc.

Can't fix that on console I'm afraid. I also have a hard time believing Tantalus will fix these kind of issues with the original maps, so you just have to be more careful.

At least there's another outside road connection on the map so your city isn't completely unplayable. Make sure you use other forms of transport to remedy this.
