Playing Turkey, going down the leftmost branch to do elections and then become Ottomans, it says I mustn't have completed a communist focus nor be financing private enterprise already. I'm not, though. I'm clearly not. There's no progress bar, the one I financed before (karabuk iron-steel factory) is finished. Why the hell can't I do this?

An in-game week later, the decisions suddenly became available for no particular reason. 10/10.

They typically do invest, but it just takes them forever. Both the USA and France have very meager daily Political Power generation until 1939, so it takes the AI a long time to save up the PP required to selection the decision to invest in Turkey.

I've found the UK to be much quicker about investing, which makes sense since they have better daily Political Power than the other majors. But even that is rarely useful, as they usually building their factories in non-core Kurdish states, so it can take a while before you have enough compliance to take advantage of that free factory.
