Find it in 00_define.txt
FLEET_UPGRADE_TIME_COST_MULT = 0.5 # Upgrade fleet time cost
FLEET_UPGRADE_SECTION_COST_REFUND_MULT = 0.75 # Refund factor for ship section when upgrading
FLEET_UPGRADE_COMPONENT_COST_REFUND_MULT = 0.50 # Refund factor for ship components when upgrading
Those lines mean upgrade time = your fleet cost x 0.5 (days). For example, if your fleet upgrade cost is 20k alloys, it takes 10k days to upgrade.
As ppl can see, this ratio is rather insane, and theres some topic complains about it.

If its me, ill fix ratio to 0.05, 1k day upgrade time (3years) is acceptable.

hm, I have 10 almost identical fleets - some are exactly the same, and the upgrade time seemed to me rather random, seeing differences of +-50%
