Everytime I've played Stalinist USSR Estonia flips facist and joins the axis. Therefore I can't demand subjugation. Has this been fixed yet?

I played a number of historical Soviet games. With the original patch and various iterations of the open beta.
I've never seen Estonia flip fascist, or any weirdness in the Baltic. I am usually in position to start issuing ultimatums to the Baltic states by October or November of 1939 if not earlier. They always submit. In fact, I was surprised when I saw people reporting it, because I was like "What are they talking about? That never happens in my games."
I don't run the Bessarabia or Finnish focuses, however. I attack Finland using the claims from the MR Pact, and I just ignore Romania because I don't care about that tiny strip of land I'm not going to bother defending in Barbarossa anyway.

Make sure you don't justify anyone, just follow history and use the claim in the focus tree only. For Baltich there are 3 decisions, For other you don't need decisions, just do the focus.
Happened to me on USSR play thru. One of them definitely joined the Axis.
And the one that joined the Comitern...well they wanted to do all the war focuses. Like eff no, we are not invading random countries while dealing with an onslaught.

Latvia went fascist and wanted to join the Axis when I was playing an open beta game as Germany. I refused.
Expert AI fixes this by giving the Baltic States generic focuses when you play Historical.

I had one of my dozen NSB games have estonia flip. Definitely crazy, because germany guaranteed them.
I'm having a hard time understanding what the point of the Finnish focus is at all. If you win/end the war you basically just get your PP back. I keep taking it thinking I'll get good army XP, but I hardly get anything from that. I'm thinking the whole Finnish war is pointless.

In my Soviet game Estonia went facist and atacked Finland. Ofcourse next step was joining Axis and Alies which they did.

I did one to 1940 but I skipped the claim stuff foci and instead justified. Romania just joined axis and I got jumped.
I have played three USSR games and I have not had any of the Baltic nations flip fascist. They do tend to have civil wars, but I let them sort that out. In second game, Lithuania picked up a guarantee from UK. Lithuania resisted the USSR ultimatum. I did not have Iron Man on, so I saved and declared war on Lithuania to see if the UK would fight. Yes, they did and so did all the Allies. Assuming that was some bug, I reloaded and just continued playing with neutral Lithuania in my way for the rest of the war.

Maybe thats to simulate RL value of that war!
But yes its better to just dont do it ingame. The provinces you get are useless and army exp is abysmal. You could of course continue to take all of the country. Then you get some equipment and factories.
Maybe they should attach something good to the peace event.
I'm thinking about something like 30 army exp and a 50%reduction for one land doctrin.

I've done one historical game as USSR on 1.13, on open beta, and on 1.14 and never seen this
Maybe these focuses should autocomplete after the fall of Poland, like it used to be before.
I think the biggest problem with it is that playing a historical Germany you can easily end up with WW2 starting as Allies vs Soviets which is slightly weird. It doesn't end up making a lot of difference as no significant fighting occurs between the Allies and the Soviets. Perhaps there should be a mechanism which allows Allied intervention against Soviet expansion BUT with provision for peace treaties to end that intervention rather than treating it as full on WW2.

It's certainly a different way to play now.
I actually kind of liked the old system where the signing the MR Pact gave claims that allowed ultimatums. I like having a decision to do it now and not just having to initiate a justification, but having to run focuses even when the MR Pact is signed is... weird.
It's weird because gobbling up the Baltic states was part of the secret clauses in the MR Pact. The Soviets got away with it because Germany agreed not to back the Baltic states against Soviet aggression.
