US war declaration in south america is quite common, because you "violate the US Monroe doctrine"...

...well, however south america is US sphere of influence, if you kickass there, you'll be at at war about 90% of the time. However, you can try to settle peace with the US, the chances are not that bad - if they are not part of the allies...

BTW: I recommend using puppets!
Its nonsense to keep 12 provinces and get only a minmum aount of IC from em + a hell lot of partisans...
...free a puppet, they can research, they can build at 100% IC, they get none or few parts...
...and since they can give you their divs and you can upgrade them, puppets have become very useful. I changed my playstyle completly and go for as much puppets as possible. During my last DD Sov game, i had about 250 exp-divs from all over europe - well not all up-to-date, but still usefull!
Of course, in SA, you might want to build coastal forts first and THEN free the puppet - unless you want to invite the US to visit your capital
