I fired up the Barbarossa scenario hands off playing a Mengkukuo (?), an Axis minor (so minor it's not even funny). Barbarossa was slow, but it made slogging progress towards Leningrad / Moscow. Romania wasn't even able to recapture it's original territory, even after Moscow and Leningrad fell. 
But, that's not the odd part. The odd part is that the Germans moved *every* division guarding the French coast to guard it's border with it's ally Italy. What's more, even after Britain said "lookie here, Cherbourg looks nice" and invaded, it took 3 months before even started to move *any* of them back. All of the Axis countries are acting this way. They are all guarding their allies' border with substantial troops, even while waging desperate fights elsewhere.
For example, the Germans have 5 divisions trying to stave off the British, while they have 30+ divisions (!!!!!) guarding the borders to Italy, Bulgaria, and Romania. All this while almost every port is wide open.
