Also the fact war exhaustion causes unrest makes no sense. We are tired of war, let's fight about it? It was more logical to me when it hit morale. I've not been a big fan of how rebels are handled in general and how it doesn't come in any other form other than a direct military problem rather than not paying taxes or even not being able to pay taxes if things got really bad but eh. I just feel the current system isn't a lot of fun at times and could be made something more in depth that has a variety of ways of dealing with it other than one.

For defensive wars i agree, but for offensive wars Its totally fine, that makes the most sense of all the unrest reasons in the whole game. Tax burdens increase, financial difficulties, shortage of food/equipment, sons & fathers die at the frontlines, etc etc.

It's not just Russia. A peaceful neighboring Persia had -$3000 in loans from rebels + attacking into mountains. We desperately need to bump the rebels down a notch in a hotfix or patch to stop countries just randomly exploding

Fair enough but I still think there would be protests in other ways aside violence and usually spirals are a problem of losing defensive wars on your turf rather then offensive on the enemies.

Considering spirals is the topic here it's much more likely to be consequence of losing rather than 'sending family members off to die' since occupations causes war exhaustion and thus unrest to skyrocket much more then attrition from attacking. Add a few unhappy estates and you've got a recipe for AI rebel disaster.
