So I'm playing a game as France and my Latin Entente was at war with the Axis. The Miedzymorze and the Comintern are fighting the Axis as well. I'm pretty sure the Axis is just composed of Germany, Slovakia, and Manchukuo. When I finally took Berlin, a peace conference fired and my Latin Entente and the Miedzymorze partitioned the Axis' European holdings. Makes sense - these were the only two factions who actually managed to take land off the Axis in the European war. In the peace deal, I puppeted Germany and took a decent amount of land for myself, while Poland took Slovakia, East Prussia, and Hungary, among other provinces.

Then a second peace conference fired immediately afterwards, this time involving the Soviet Union. All of the territory Poland and I already took is suddenly up for grabs again, even though the game acknowledges that that territory belongs to me (my newly-acquired territory is all stripy and requires points to take in the peace deal, but is also French blue - so I'm basically retaking my own land in the peace deal). This peace deal ends with the Soviet Union taking a province I already took in the first peace deal, as well as them puppeting Austria, which I believe was part of my German puppet. Meanwhile, Poland gets completely screwed over, as East Prussia is taken from them and the Soviets puppet Slovakia.

This sort of thing is very frustrating. The peace conferences should be rewarding since you spend so much time and effort trying to defeat your enemy. Instead, the Soviet Union somehow is able to take areas they weren't even remotely close to having troops in (lands that were won with the blood of hundreds of thousands of my people, I should add). No one likes to see the random and nonsensical bordergore the AI creates when you're left to its mercy in these stupid peace conferences. Paradox absolutely needs fix this aspect of the game since it has led to so much anger and disappointment across the HOI4 fanbase.

Unfortunately, I don't have pics of the glitched peace conference, only the aftermath of the second peace deal.

It happened again, and this time I have screenshot proof of the phenomenon. This is the second game in a row where this has happened...it's a glitch that absolutely needs to be fixed as soon as possible.

I've sometimes had this bug too, and yes, it's very frustating. Paradox needs to fix these things before adding new content nobody asks for, but their priorities are clear.

I've got another question though: how did Slovakia get cores in Southern Slovakia and Carpathian Ruthenia? If they got those states after being puppeted from the Soviets, it's because they have cores, right?

The peace conferences were an absolute mess. Originally, Germany did Sudetenland and the Fate of Czechoslovakia, which gave them Slovakia as a puppet. When the Axis was defeated, the Soviets established Slovakia as a puppet state, and I'm assuming that they gave them Southern Slovakia and Carpathian Ruthenia at that point. Both territories were cores of Slovakia. After the glitched second peace conference, Slovakia no longer existed, and there was much Yalta Conference wack to be had.

East and West Germany are absolutely broken in the current state. I carved out a third German puppet and over the next couple in-game days, without anyone doing anything, its massive borders were reduced to the historical West Germany, while East Germany expanded to its historical borders. Meanwhile, West Germany consisted of North Tyrol and Konigsberg...

Going back, I think the game was confused as to what the second peace conference did to me. I faced resistance and had to supply garrisons to "German" territory, which I could not return. I think the game thought that my Eastern Austrian holdings were German, but I wasn't able to return them to my Germany. However, I also faced resistance from my Austrian provinces, so I'm not sure what was going on. Paradox, please fix!
