They are all size 12 but when swapping between different habitats them the squares are all over the place. Totally random.
should be a core block of 9 square and then the extra 3 should be placed evenly if they are keeping size 12.

I think they should are all uniform - they are built to spec after all! the unevenness of the squares really bothers me.

Id also be happy with them dropping to size 9 (cap does dead centre)

it would be sooo much tidier and nicer to look at / navigate

edit. not cheating btw i saved ym game - consoled to show what i wanted and then reloaded old game. not cheating in my first utopia

I suspect this is the result of them essentially being planets in the code - because of that, they use the same code for tile generation as planets.
