As France, even with Paris upgraded to the highest level of building, I was not able to build longbowmen. Are they a unit that is unique to the English perhaps?

Problem is that when I reloaded, they disappeared.
I also experienced a similar occurance as England. I was able to recruit batches of 25 for a short period of time. I received (unsolicited) a force of 2,000 LBM in Sussex and then lost the ability to recruit this troop-type.
Interesting, it seems that we have found our first bug. I doubt Paradox will want to spend too much time patching a game that is completely unavailable nearly everywhere, but we might just be able to get a fix or two out of them.
I hope they will fix it. I got my game yesterday from EB. Everyone in NA should be able to get it.
Playing York in the first War of the Roses scenario, I could never recruit LBM either even when I maxed out building. Surely, the English should have access to LBM, especially if they control Wales.
