Anyone also thinks that appointing military high command shouldn't take up maximum command point?

I think the high command (outside of the branch chiefs) doesn’t literally represent the high command, but rather adopting the strategies and ideas behind certain leaders. So by appointing them the flavor is supposed to be giving up control of the army towards certain officers away from you the player.

Personally though I wouldn’t mind if the system was tweaked so you at least had some command power left over even if you’ve got a large command staff

But you do, though. Unless you're stacking your entire general staff with amateurs you have almost as much or more command power than the pre-NSB baseline cap. I think it's pretty well balanced on that metric, the increased command power cap more or less pays for the necessary allocation of a fully staffed High Command and chiefs and while NSB did also make fresh commanders cost CP rather than PP, the other CP usages are the same as before. Also, as others have noted, you are absolutely not obligated to fill your High Command as soon as possible so if you do find yourself wanting for CP, just don't do that.

You do actually have a lot leftover. If you spend that on attachees and air zones, well, there's your problem.

Yeah I tend to play smaller countries with terrible staff which is probably what causes it
