Basically I got to a point where I have no rival since 30 years.
I kept my armies far below their limit hoping I'd get a rival to select (Ottomans is the only one nearby that could come close).
Does anybody what are exactly the criteria involved?
I thought they were army size x their strength and navy size x their strength.
I'm not really sure anymore if this is the case.
Ottomans have like like 290k troops while I have 370k troops.
On the navy side the difference is much wider , 48 vs 331 (heavies is 7 vs 42) , but I had rivals with similar differences in navy in the past.
Actually last time I was able to select Ottomans in this campaign as rival their navy strength was 10% of mine and the army strength was 50% of mine. I don't get why now with less gap between us I still can't select them.
