I did it 4 times and none of them with Suppress Separation entry.

First of all, cause Corn Laws event entry to kick in. To do that you only need "Export Focus" for Grain. And attempt passing either "Total Separation" or "Appointed Bureaucrats" (this one you will go for anyway for the Bureaucratic Reform entry) while "Modern Conservative" event occurs. If that happens quickly, pick the first option to get a Market Liberal leader for the Landowners. This will allow you to enact Laissez-faire, WITH THE ENDORSEMENT OF LANDOWNERS. Then you should go for Per capita taxation or Propotional Taxation. (Here if you didn't enact the Appointed one, do it now) and you should be done with Bureaucratic Reform.

Next Urbanization and Army Modernisation. Both are simple. You just need to build more stuff and research better army PMs to actually modernize the army gor the time (with Line inf still behind tbh). And make sure to build all around to country, don't try to squeeze all to get one ultra mega city. And that's 3.

Reclaim Syria: if you modernized the Army, then that's a cakewalk. With all the developments, you should have a great power badge of your own abd that'll give you minimum need for to demand all of the Syrian lands. If war happens, great. Just hold on and Naval Invade Lower Egypt. Your Navy is just too much better than Egyptian one.

These are the 4 you can do in order to quickly remove the sick man.

Then go for Sinai and puppet Egypt for either as the last entry or for the "Veiled Protect" event.

I’ve done it, on an Egalitarian run nonetheless.

Easy ones are:
* Army Modernization: Just conscript everyone during a war against Egypt. I still highly recommend you go Professional Army at some point, though, before it gets too hard to garner support for Armed Forces IG.
* Reclaim Syria: You might need two wars for this, since you can only get enough claims in one war if you’re already a Great Power. Egypt has a coastal capital, so it’s super easy to invade them from the sea and occupy their capital long enough for their warscore to tick negative.
* Bureaucratic Reforms: RNG-dependent, but indeed easy. Completing this reform will rid you of one of the Sick Man debuffs, so try to complete it as soon as possible.
* Suppress Separatism: Just stop enacting a law if it’s about to tick the faction’s dissatisfaction above the threshold. A few ticks won’t kill you, but don’t let it reach the threshold!

I got it in one try, took me about 15 years.

Reclaim Syria is 2 wars only if you are a majr power because you only have 100 diplo points to ask for states.
It is easy to become great power in the early game and have 150 diplo points.
Rushing napolenoic warfare and building some barracks and navy and having them in the latest pm gives you enough prestige to become great power by 1841 then you can attack them for all of syria in one war.

I got to 34.8% literacy in open beta when time ran out, but I didn't build universities. Had I chose not to build my own arms industry, I could have built the 5 universities and researched Dialectics to get tier 3 education sooner. That and used my spare authority to Promote Social Mobility which gives +25% education access in a state. Taxing less would have helped too as wealth also improves education.

As for bureaucracy reform... I landed a lucky 8% roll to pass Agrarianism. Perhaps a much more systematic approach with the economy to steer IGs would have made that reliable.
