Might be too late to help you for this run, but it looks like several government types (I know Iqta is one of them) have a gradual global autonomy decrease. This makes it really easy to get down to 0% without any trouble.

Most of gov types has it. more advanced types has bigger.

As the 2 above posters mentioned, have you already counted the natural decay most gov'ts get from being at peace into account? It will decay by 1.2 every year as long as you stay at peace. DO they have more than 24%LA?

Go for Byzantine WC. They double the normal autonomy reduction speed, bringing it into a constant 1.2%/year and 2.4%/year total while at peace. It's amazing. Coupled with the decrease button, that's 25% + 36% + 36% for 97% reduction every 30 years of peace.
