I started my game as County of Zeeland and now I have a bunch of lands in the Low Countries and Upper/Lower Lorraine. I want to create Kingdom of Lotharingia, but there are just two kingdoms(Upper/Lower Lorraine) that I can create. When I checked K of Lotharingia in the Old God it was a titular title, unlike Vanilla. I wonder if there's any way to create K of Lotharingia in 1066 scenario.

Without modifying the mod files, no. If it's gone it is gone for good. I don't know of a decision / event that re-creates it.
If you give Lotharingia a capital in the mod files you'd be able to create it. But what for? Titular kingdoms are pretty much useless in CK2 anyways.

I presume you are using SWMH? That mod uses the divisions and stem-duchies of the German Holy Roman Empire as opposed to the earlier Carolingian version and thus no kingdom titles except for Frisia and Bohemia.

I suppose there could be a decision to reform a de-jure lotharingia(upper & lower Lorraine) if independent of the Holy Roman Empire as happened historically.

It's just because I personally like that title. I know titular kingdoms have nothing good in CK2, but it's a matter of personal preference. :)

Both Upper Lorraine and Lower Lorraine are fully formable de jure kingdom-tier titles (they're only duchy name-tier, which is purely cosmetic text-wise).

That is true, I should have noted that fact. I was trying to be more historical in my approach to the problem.

For the de-jure descision I mentioned before, I recommend studying VIET's code regarding the creation of Israel as it makes israel the de jure title instead of k Jerusalem and makes israel de jure to e Arabia in k jerusalem's place.

Hi, I have some code a home that makes both the Kingdoms of Germany (including Bavaria but not Carinthia) and Lotharingia dejure in the 867 start and is set to dissolve them and replace them with dejure stem duchies either when their owner forms the HRE or (for Lotharingia) if the title is inherited by either France or Germany, which seems to mirror the historical fate of Lotharingia. This code also removes the dejure HRE at the start of the game (it's designed to work with the no dejure empires option and I was planning to create a Lotharingian HRE that can be created via event to match the existence of the French and German versions. I was also going to add events to recreate dejure Germany and Lotharingia if two of the (kingdom level) stem duchy titles were held and the owner was above a certain holding size (maybe 50). If people are interested I can put this code up as a minimod but the current issues with the no dejure empire module (which requires it to be reactivated each time you load from a save game) along with real life intruding means that I lost interest in it a bit.
