Hello there, just thought I'd drop in with an update on this. This will be rectified in an upcoming update.

Specifically:
  • Game Balance: If the Royal Court DLC is not enabled, Faith will determine Martial Custom instead of the Culture Pillar for feature parity between 1.4.x and 1.5.x.
  • Interface: If the Royal Court DLC is not enabled, Martial Custom Culture Pillar will not be displayed within the Culture Window.
To clarifty the functionality:
  • With the Royal Court DLC: Faith determines succession laws, Culture determines martial custom.
  • Without the Royal Court DLC: Faith determines both succession laws and martial custom.
