Any reasons why Robots won't manufacture...?

After 3.1.2, I have noticed that even when I play fanatic materialist to bet the build bonus, robots no longer build on my planets after I have built a Robot Assembly Plant. The tech is researched, the Roboticist job is being worked, and it should be all good, like it was in versions past. But robot pops never assemble. It's mid-game and there are no Robot pops in my empire.
Before the mod question comes up, I only use a few graphical and UI mods, such as Tiny Outliner, so I can't see how any of those would suddenly affect robot production.
Is there a new mechanic in 3.1.2 that I'm missing for triggering robots to start to assemble? Any advice would be appreciated.

Just to be sure, do you have Robotic workers banned? Also might be good to hover over the tooltip for assembling pops. Besides that I couldn't say. You could try loading with no mods as a test to see if it's messed up in vanilla as well. That would rule out an issue caused by mods.

I've noticed that some mod configurations have a bug with pop assembly (organic or robotic) won't progress unless you select a species specifically.
