Any reason why Forming poland-lithuania commonwealth decision require compliance, while unify the baltics doesn't?

I'm guessing two reasons:

1.) Lithuania and Poland have some serious problems in their relations as a consequence of their conflict over Vilnius and its surrounding territory (modern Lithuanian capital, currently Wilno in Poland). The Baltic States don't really have that kind of enmity between each other.
2.) The Commonwealth also gets a ton of extra cores on Russian territory and Latvia, beyond the territorial requirements to conquer it. Most other formable nations (possibly all?) require you to own all of their cores before you can form them.

You've made a thread on this and bumped it, as well as a bug report.

Why is it that every thread you make is about how Poland is in a worse way than you think it should and the designers/players are out to get Poland?

As said above, most nation formations are just a name switch, you have to already do everything before getting to it. PolLith is normally the next step in making a glorious nation, clicking the button gives you more things, so having an extra check in place to be sure the country is actually pretty stable before going ahead and realising that new identity that makes you want all those extra pieces of land seems good and fine.

In fact, if you want things to be 'fair', you should be arguing that if they remove the compliance, they should also remove the extra cores that PL gets. But that wouldn't be your version of fair would it?

(ie - Unify the baltics requires all the states, then gains cores on them. The PLC requires 2 sets of states and then gains cores on a 3rd set)

3. Yes they should make plc requiring all states before formation, it still be faster to do that than idk wait 6-8 years in game where covers 1936-1948 time. Even if someone would argue its a union, then austria hungary for some reason require more than austria and hungary. I guess it's due to previous dlc death of dishonor where decision tab didn't exist, but to having formed austria hungary without czechoslovakia yugoslavia and romania through focus tree exist.

4. That's great idea, it's like with french's investing in france/colonies, more time spend focused better rewards. In this case it would be work the more states you control the better reward in form of core of that controled state. (Don't forget PLC it's Lithuanian's decision too)

But that wouldn't be your version of fair would it?

I think it's pretty likely that the person who designed the Polish focus tree is probably a different individual than the person they had do the Baltic ones.

Over the years, there have been certain failures and successes of the official, DLC focus trees, but one of the more maddening ones is the inconsistencies like this. It's not a tremendous issue, but it can be irritating at times.

Some countries have focuses that grant cores without requiring the territory to be owned or held, other countries have focuses that require you to occupy or own the land to get cores on it, and other countries yet have focuses that give you decisions to integrate certain individual states piecemeal.

I prefer the last approach myself, especially if integration decisions are gated by compliance.
