Are there any plans to release a (user-made) MOD enhancing warlike gameplay ?

Possible functional changes (in script files):
- Action: Increased yearly BB-reduction (currently 0.5*)
I guess one could use the new script command for BB to decrease its value in a yearly rhythm

- Action: Less prestige loss at war declaration
Not sure, but I hope there's an event being triggered with each war declaration containing its implications on prestige

- Fun: Decreased burden for nations to become civilized.
The current treshold of 100 prestige, 50 industry, 10 military provide a realistic chance to about 5% of all uncivilized countries (eg. Egypt, Persia) - while being unreachable for the remaining 95% (eg. Madagaskar, Hawaii, Zululand).
This could be easily modded in event 6667.


Context:
As 1.03 now make annexation of uncizilized nations even less likely than 1.02 (2 BB for annexing a single unciv. province) Victoria became a pure economy focussed strategy game (with some respectable political and military features with marginal relevance to gameplay).
Paradox solved the problem of endless BB-wars (of 1.02) by obligating the AI to its peace treaties (and maybe additionally by reducing the likelyhood the AI would attack a nation with high BB). Instead it should have increased the yearly BB-reduction of currently 0.5* to a larger amount.
*) this is a vague guess, but its value was 0.5 in 1.02 and seems to be similar in 1.03 according to a couple of own tests
Being a strategy game of imense depth, only a small margin of approx. 200 selectable countries are playable, whilst the vast majority of uncivilized countries only qualify for a fast-forward economy-only** game with zero chance to become civilized.
**) actually they can fight their neighbours as well, as long as they're directly bordered and weak enough

1. Does anyone have similar interests in enhancing the Action- and Fun- related gameplay (maybe including other/further changes) ?
2. Is there already a MOD in process - complying with (some of the) above changes ?

A lot of people would probably like this. (From what I read in General Discussion.)

I, personally, however, would not be very interested. I wasn't looking for this kind of game when I bought Victoria. (In fact, I'm the kind of mutant that wants more historical detail in the game. Which is why I work with VIP.)
