So with a lot of HOI2 and HOI3 purists out there I imagine quite a lot of people would notice HOI4 plans to attract more of the mainstream audience at the expense of simplifying some mechanics.
For example I dislike the decreased amount of territories which will once again make encirclements harder. Personally I'd welcome a mod that simply focuses on increasing the amount of counties.

So do you know of anyone planning to make a mod focused on appeasing the HOI3,HO2 hardcore fanbase?

Not seen any large overhaul type mods discussed at large yet, I'm going to stick with HOI3 and BICE for as long as they keep updating it. Of course I'll enjoy HOI4 and the new mechanics, focuses, and such but when it's hard core time it's back to BICE ;).

What else would you like? The amount of territories in Hoi4 doesn't look any less than Hoi3 unless you count the state/provinces as territories which has nothing to do with troop movements.

Omg please do. At least make one version that adds division generals. Thats all I want. I would love that and probably ask to incorporate it into my own mod.

But to answer OP, I am positive there will be many mods that add complexity and difficulty. All of the mods which add a lot or aim for more realism will have this effect most likely. I personally will be adding more states and countries in my mod - mostly for the sake of realism/plausibility. That'll be stage 1.

One interesting thing about modding being so easy will likely be that there will be more modding than every before and as a result of steam workshop you will very likely see people mixing and matching mods into Frankensteins of more complex mods, and I expect several will be very well done.

I stopped playing BICE a few months ago. Britain was overpowered and not properly balanced. Ruined the game for me. :/

I'm pretty sure (not entirely, my memory's not that good) that the number of provinces is roughly the same, and the number of sea zones greater. That doesn't mean we won't get mods making more of them, but we're not losing any operational detail (at the aggregate level - there are some tweaks with some areas getting a few more provinces and some areas a few less) in HoI4, so you can likely rest easy on that front :).

As for actual difficulty, I want to wait and see how the AI performs before getting into that, but given AI is what held back HoI1/2/3 for me after I'd been playing it a while, I'm hoping it's a decent step up (and from the WWWs, it looks to be well on the way to achieving that, although still has areas for improvement).

The developers have said they moved around some province numbers. Some areas have less provinces and some areas have more provinces but the total number of provinces in the world should be about the same.

Thanks for clearing it up. I did indeed notice some areas with fewer provinces, but after deeper inspection of the livestream vids the overall amount of provinces is very similar to HOI3.

I still hope for a mod similar to HPP which actually offered quite some challenge regarding AI movements, but didn't change all that much.

Well, I'm planning on adding in a couple of landmasses that have been missed out, for your question about provinces. Other than that, making naval warfare more complex and varied, and improvements to the manpower and supply systems that should allow reasonable battle capture, a diversification of units built under the same template, foreign volunteers, and so on.
