Don't know what you understand with "strict".
The "freeest" forum in english to talk about many things that are here forbidden ist probably the good old http://www.stonyroad.de/ -click me!

But it is pretty quiet atm.
The Road to Doomsday Mod for DH had its home over there and The Stony Road was one major Mod for HOI1 and HOI2.
Also the HOI1 Community is there pretty active!
