Often in the middle of a war with nomads, even when I've already successfully sent several colonists to a nomad province, the province will abruptly stop accepting more colonists, showing the greyed out colonist button with the message that this province is too far from my nearest core with unblockaded port. I thought the requirements were: (i) province occupied/controlled during a war (ii) available colonists (iii) adjoins any of my provinces. Is there an additional requirement that might change in mid-war?
These provinces are pretty far from my cores and landlocked, but I thought they only needed to adjoin any owned province, and it's odd that they accept colonists some times but not others. There are no nearby nomad/rebel/foreign armies at all. This is happening to me in multiple wars with Timurids and Qarabagh as England. I also notice that I can almost never colonize Timurid provinces that adjoin my Indian provinces, but the provinces that adjoin my Middle Eastern provinces are inconsistent.
