Also, high taxes do increase POP CON.

I think you should also remeber that POPs who cannot get the goods they need are more likely to embrace extreme ideologies, making them angry people.

Last time I checked you couldn't split pops like aristocrats and Capitalists

ah but if split a soldier pop it will allow you demobilise some of your soldiers but not all of them. Gives you more felxiablity when it comes to your army.
