How about conquering south into the Persian lands, moving your capital there, and forming Persia. This would get you into the muslim tech group without needing to reform your government. The challenge comes from taking the required lands from QQ/Timurids/Baluchistan before Muscovy takes you out. :)

Is there anyway for you to finagle yourself into becoming a protectorate of Muscowy/Russia? They seem to like to make protectorates of Crimea/Nogai/etc. so it doesn't seem far fetched to make Sibir a protectorate. If that is possible, you've definitely bought yourself time to establish yourself and reform your government.
