Honestly, I think the last line in that event text was better still. "Having a cardinal in our service would certainly lend us credibility with the pope .... strengthening the sentiment that the Papal State is a Catholic nation ..."

Could it be related to a cardinal somehow being assigned to you? I have had multiple truces with naples going on as the papal states due to trying to assign cardinals I could conquer from them later, without realizing the cardinal appointing was adding separate truces.
