I honestly ignore if there are other cases, but I've noticed that Theodoro can't form Byzantium while being on the Byzantine cultural group.

Is there any reasonable cause for that? Otherwise, I'd like seen every country being able to form their cultural unions

Actually, you can form Byzantium with Theodoro. Requirements are:
  • Primary culture is Greek or Pontic Greek and is Orthodox Christian
  • Not Ottoman or HRE and Byzantium must not exist.
  • Byzantium does not exist
  • Is not a subject nation
  • Is not at war
  • Owns
  • Constantinople, Edirne, Epirus, Thessaly, Macedonia, Athens, Morea, Achaea, Kocaeli, Hüdavendigar, Sugla, Kastoriaand Biga

Hmm, I think that certain cases ie any nation of french forming france, or any spanish culture forming spain, makes sense, however certain things just would not make sense, the cultural shism between the goths and the greeks was rather large, i do not believe it was mended effectively at any point, so being able to form in situations like this just doesnt make sense to me. Or if azerbajiani could form the ottomans (Incidentally can they, i have never played as a azerbaijan nation?)

Sorry, I explained myself incorrectly, I was not meaning Theodoro as tag, but actually Gothic as culture (which is within the Byzantine group)

Yeah, I presumed it could be something like that, though I don't understand why they included Gothic into the Byzantine group then!
Well i suppose its a hybrid, its close enough to be in the group, but not enough to be the same. I.E. spanish and italian are closer than spanish and french.
