Napoli was one of the biggest cities in Europe. Right before the Plague of 1632 hit, it was the biggest, at around half a million inhabitants.

I know. But the biggest does not have to be the most important. It never was the centre of an important empire. Most of the time it was ruled by an non-italian power. Prague and Vienna did not have that size but were centres of history of the timeframe

Also: the decision should stay limited to make it difficult to achieve, more than 5 cities seems to much for me.

Madrid? The decision is only for Eastern and Ottoman tech. Other than some gamey migration, how are you expecting them to arrive there? Maybe Ottomans around the African coast of the Mediterranean, but it's not like they need a buff at that point...

Bar certain nations from being able to westernize off of some provinces, I.E. the Ottomans with Rome?

I think thats too much. Ottomans/Russia/Poland were great powers with growing power in the game, the muslim group countries were not. Granada was a dying country, it was only a matter of time for them to be eaten by Castille.

The game is about alternate history though, if Granada or Morocco managed to take Madrid or the Mamlukes Vienna they would be a great power with growing power in the game.
It would also open up the decision to Reformed Hordes too.

Yes, it is. Thats why you are able to westernize the classic way. The game also entitles the countries to follow their historical path (for example by national ideas and missions. The system has to be balanced between both. If you add also hordes then just add every tech group.

... And yet, it's okay for Danzig to be available as a choice for Westernization. Which is in the hands of the Teutonic Order. Who are historical rivals of, and always rivaled by, Poland, who gets a free PU over one of the strongest nations in the game. And plenty of free missions for CBs on the Teutons.

Including one for Danzig.

While I do agree with the ideas of Madrid and Paris, Rome is far too easy for many nations to obtain. It's pretty easy to get into Italy, but the current cities require you to grapple with the strongest HRE nations and the PLC if you're not already poland. I like the idea of having to topple some of the strongest European nations for an easy westernization, and expanding that to Spain and France seems valid.

... And yet, it's okay for Danzig to be available as a choice for Westernization. Which is in the hands of the Teutonic Order. Who are historical rivals of, and always rivaled by, Poland, who gets a free PU over one of the strongest nations in the game. And plenty of free missions for CBs on the Teutons.

Including one for Danzig.

Poland before 1.12 already had a unique position - as only catholic one it is way easier for them to get the western arms trade and they had a starting university, so with a -15% tech discount they almost were a western nation.

Western Focus should have the most intellectual or cultural center of West. Paris, Oxford, Rome, Wien etc. Prague after the Thirty Years War meant nothing. Danzig was rich, but nothing else.

Isn't Danzig far too easy for Poland to take?

It is. But Poland is really close to the west, it starts as direct neighbour to the HRE while the others don't (except Hungary). They were not that far behind in knowledge. And like i said before, they started almost western before 1.12. Poland is a special case, i think that's why Danzig is included

He?! Polish culture was more like persian culture than germany. Mentality too. Poland, since the Union of Lithuania, ceased to be a Western country. Orientalisation Polish progressed quickly.

I think thats too much. Ottomans/Russia/Poland were great powers with growing power in the game, the muslim group countries were not. Granada was a dying country, it was only a matter of time for them to be eaten by Castille.
....So? How is the ottomans becoming a great power during the timeframe different from morocco becoming a great power during the timeframe?
Not to mention that other dying powers like novgorod and karaman can also use the decision
