I think you can omit the quotes, since after 1.4, we'll all still be arguing about how to implement a sensible snowball inhibition mechanic now that "Expand" has replaced "Avoid Coalitions" as the only viable late-game strategy.
One idea I got regarding that was to introduce AE resistance... a larger country will resist AE more than a smaller one, thus, a 100-province empire conquering a province might set a bunch of OPMs in coalition mode, but wont disturb England/France/Ottomans unless you seize a truly huge amount of territory.
It will enable an empire to conquer one or two provinces without facing continent-wide coalitions, enable small states to snowball without getting stomped by majors, and enable groupings of minor states to effectively defend eachother.
