I came back to the game a couple months ago, and since then I've been experimenting a bit. I tried going for Poland early, as Germany, and I discovered that I hardly gained anything from it - a small percentage of the factories and the same with resources. In the past I had always tried for a max 20% collaboration government, and I had attacked in 1939. Soon after defeating them, I always released them when asked "Are they ready to try on their own?" and then I ended up with a collaboration. Last time I played this way, I didn't know what to look at as far as how beneficial the arrangement was to me as Germany. In other words I didn't look at how many factories I could use or % of resources.

Now I know there's really no benefit to rushing Poland, except maybe I get to skip a couple of Focuses. There are certainly some downsides though, such as loss of MEFO and very little in terms of resources coming out of Poland. I'm back to working up to a 20% collaboration government. I do this for Poland, then France and release them both, then I take out England and then the Soviet Union. I usually puppet Great Brittan to have their navy on my side, and then take all of the Soviet Union.

I'm back to using my spies, and I think I've experimented considerably and I can't find anything I can research on the Agency Branch Upgrades that either makes the Collaboration process move faster or increases the % from each run. It usually takes me three runs to get close to 100% (20% collaboration).

Am I missing something with regards to the agency upgrades and the "Prepare Collaboration Government?"

Is there any better way to conquer Poland and gain their factories and resources sooner or better than going through the Focus tree?

Are collaborations worth the investment? Thanks!

I'm guessing this is SP in which case personally I don't really care about it as a major. The game's easy as is no need to micro the crap out of everything.

However I would say that using spies to boost collaboration is worth the investment (if you can be bothered) because more collaboration is less resistance and less resistance is less damage to garrisons and so you're saving manpower and equipment that way.

If you really want to rush countries I don't think Poland is the way to go anyway, I think dowing the Netherlands is much better because you can puppet the east indies for the rubber and you can abuse them for manpower

That's very helpful. I hadn't even thought about attacking the Netherlands. Would you have to wait until the peace conference to get the Dutch East Indies, or could you puppet them after they capitulate? I'm thinking there would be a peace conference after they capitulate, since they're not guaranteed.

Also, is there any way to increase the speed at which a spy network develops though Agency Branch Upgrades? I think I can increase the speed by adding additional spies.

Yeah if you declare on the Netherlands Immediately you would get a peace conference after.
However if you're just learning the game I'd say just follow the focus trees and refine the basics of the game before you try doing some obscene strats.

Yeah I think it's only through more spies which you can get with a governor, faction members and after 5 agency upgrades.
