I played HoI2, and with the no time limit crack, managed to pretty much take over the world as Germany. I was also decent at EU3, but did not like it too much. Is there any advice you have for me? What country is easier? How is this game like and unlike the two I mentioned?

In HOI2, as GER, unite the world before 1947 is quite practicable.
I am not in EU. I think you should worry more about your economy and your people.
When at war, care about the countless partisansssssssssssssss...

What in the world is the appeal to doing a World Conquest? Is it really so important that it's worth "cheating" in order to accomplish it? Isn't it more interesting to figure out why a real life World Conquest has never happened, and understanding the reasons why "the countless partisansssssssssssssss" occurs in game? I just don't get it, and don't think I ever will.

Far, far, far more management of your economy and population.

You'll either love it or hate it.

HOI2 and Victoria are VERY different beasts....HOI is mostly a combat game,
while Victoria is mostly a population/political simulation. Victoria has combat,
but its not anywhere near being the major part of the game...managing the
development of your industry and the dealing with your population is most of
what's done. When you're used to playing a game that lets you essentially
be uber-lord over your people, build a warmachine and go out and conquer the
world, prepare to get beaten up by your own populace in Victoria as you learn
it :D But Victoria is addicting, *because* it is such a unique beast...give it
a whirl, try a few games to really get the idea of what the tasks at hand ARE,
and see why so many people love it. If you go to www.paradoxian.org you'll
find all kinds of reference docs, ideas on good "starter countries", and the
like..enjoy!

I would say uruguay and transvaal.. always fun games.. though brazil is fun to  actually never tried other countries, just keep playing with those 3 :D
But you might find playing as Uruguay a little bit boring.. as it is a lot of waiting in the first years

I recommend some easy starting Nations , they dont have to be world powers , just stable.

Afghanistan - You will probably never get invaded , it has a cool flag , and its good for learning how to manage populations due to 3 ethnic groups and only having 1 of them national until some events.

Persia - Another uncivillized but stable nation , you got lots of help from Britan civillizing through Muhammed Jam's reforms , plus the only way you have to worry about are the ones you create.

Japan - Isolated with great potential and several uber quick civillizing events

Brazil - Civillized with good resources and your a regional power.

I am a HoI2 veteran too, and first serious Vicky game was as Prussia. It was nice. Advanced country with virtually unbeatable army in late-game and supreme economy and few serious enemies.
