Lately, I've been reading a lot about Song China, and their proto-industrial 'non-revolution'. Therefore, I was wondering wether there are any Victoria mods pertaining to this time period.

There aren't any. Victoria isn't suited to such early time periods; the economic model would be completely wasted.
