Looking back to one of the Dev Diaries (the first part about subject interaction) I noticed that Anvers is part of Flanders. But as far as I could find out, Anvers was part of the County of Brabant at that time.
So my suggestion would be to add Anvers to Brabant.
Anvers was also very shortly independent from Brabant, so I guess they could also get a core to the nation of Anvers (or Antwerpen, considering the Flanders/Dutch culture.
