Interesting survey. I just don't see tutorials being particularly useful for paradox games. They have their place for the command and conquers of the world, probably even for the total war games of the world.
But there is just far too much information that a new player needs to know here and the medium of a 20 minute tutorial is simply not good at getting large amounts of complex ideas across.
I put in the last question that my dream would be a half-way point between tutorials and manual by having an ingame eu-pedia or somesuch, like the civilization games have. Add in a "what does this do?" button to interface screens and liberal amounts of tooltips explaining sliders and resources and such. Most problems of confused players could be solved without an hour long sleep-inducing "tutorial" - that by it's very nature, must be limited in scope or options - or the 200 page manuals that I fear we will never see again, and likely weren't read by many players anyway.
