I've looked through all the events and I can't seem to figure out why all the Austrian units go to Germany when the Anschluss in Austria event happens. Anyone know why??

in one of the files it says something like
regular_id GER or somewthing like that which makes the units turn german

Lock into the Austria.inc File in the Scenario/1936 folder there you will find this Text as posted above :
