Anschluss tension too high

I think that the tension caused by anschluss is too high and should be moved to either the Sudeten crisis or even the fate of Czechoslovakia. The anschluss caused a bit of a stir, but nobody even thought of going to war to stop it. The Suteden caused a major war scare, radically ramping up tension, and fate of Czechoslovakia showed that Hitler could not be trusted to keep his word, convincing most that there was indeed going to be a war.

It was the Czechoslovakia events that collectively put europe on notice, yet in game they seem to cause less tension than anschluss.

I agree with this. Rhineland should only cause 2% WT and Austria maybe 6%. However I don't think the game designers really care about world tension because WT will basically be 100% in 1936 or 1937 if theres 20 players and no rules against justifying right off are made.

There should be a requirement for world tension to be 15% before commies/fascists can justify.

Agreed, even the München agreements only showed that Hitler was ambitious, not that he was willing to break past promises to annex land people did not consider rightfully his, the Fate of Czechoslovakia really should be what causes world tension to rise. Similarly the Italian annexation of Albania was something that raised several eyebrows regarding Italy and what it planned to do.
