but not at the same time.

USA is a MP by the end of the XIX as well as Japan, not before.
Austria declined throughout the century
Ottomans can be considered minor in the whole period.
Prussia may be taken as a minor to at the start and a major with reunification
Russia had ups and downs which can give the player a nice shaky game.

You don't mention Italy also or whatif powers like Brazil, China, Mexico, ...

and of course Haiti and Uruguay with the proper migration boom :p

i think there's a place for minors in developping countries and old ladies like Sweden, Nederland, Spain,...

You forget that losing Great Power Status is bad and by 1914 Austria should have the possibility of either fighting or losing Great Power Status.

i think i explained myself terribly. that's exactly my point.
minor power=regional powers.

and, King, i think it's worth considering it merely because you may find yourself in an unbalance place between 8th and 9th and see your country getting nuts because of it. (given that i have no clue at all how you guys are manufacturing this stuff)

We already know this and have a solution to this.

The article seems to say that all 200 countries be selectable from the starting menu, will that be the case or will you still have to edit the eug file?

Any country that exists at the start of the game is selectable through the map.
