I´ve had a very frustrating experience. While playing the GC with Sweden, I eventually came in a position where I felt I needed to beat France a bit. Since I was nice enough to attack at a moment when a lot of nations where making war against France and her colonies, I quite easy captured whole of France, that is, all of it´s coreprovinces. Now, France wanted peace, and offered me 3 of her provinces, although, didn´t accept my peace offer containing the 3 provinces I wanted, Calais, Picarde and Caux. I´ve found out while waging war against other nations, they might offer 3 provinces, but if I myself want to choose I often have to try different constellations before finding one that is accepted. This can extend the war further with several months, which can be quite annoying. Now, although France had a lot of colonies left, I had burnt some tradingposts and had some colonies under siege. In this stage of the war, shouldn´t France be real eager to end the war at any costs?
Maybe there should be another level of victory/defeat? You have 6 stars as a total defeat, and 7 stars when a country can be annexed. Maybe a total victory should be 8 stars, with 6 stars being a overwhelming victory. In those cases, a 6 star win would give a situation where you can negotiate yourself to what colonies you might get, while in a 8 star win, you´ve really got them and are quite free to ask or whatever you want. 9 stars would then mean annexing.
