I loaded this save 10 times for some statistics in this situation:
Rajputana - 4
Punjab - 2
Rus (target: duke of Rostov) - 1
Karnata - 2
Mesopotamia - 1 - this at least in diplomatic range.

Also I repeated the same with another save 30 years later:

5 reloads gave more acceptable results:
Bavaria - 3
Punjab - 1
France - 1
Both Bavaria and France is in range and coalition against me while I don't have a shared border with any of them.

This time I slightly close to India. It is still unreachable but at least connectable.
I was prepared for India but the game surprised me again:
20 times I reloaded this save and the winner is:
KHOTAN - 13 times
Telingana - 4
Maharastra - 1
Punjab - 1
Lithuania - 1

Not a chance what the choice of Khotan - the most unreachable place for Mali Empire is random.
I believe the game is expressly choose worst target of all possible.

PS I guess it is because Khotan is one of few realms which is not in coalition against me.
Whole other world is in (with my 100% threat level).
But still I don't think this is WAD.

The behavior was changed radically - now it target closest kingdoms for Byzantine and far away Mongolia but no India at all:

For 12 tries:
Georgia - 3
Uyghur - 3
Khotan - 2
Taurica - 2
Greece - 1
Rus - 1

Now I completely not understand how it is works. ))
My previous guess of non-coalition target is now seems false - Byz and Rus is in coalition against me.

Hey, super cool report from, it does give some interesting stats.

In your case, all the weighted targets for a WA GHW have been picked already, so they'll pick a random target from now on. However, the choice isn't completely random : technically it should aim for lands more or less close to you, which doesn't seem to properly be the case.

This actually should have been fixed with version 2.6.2 , did you start the game with this version or a previous one ?
