That's about what I thought when I posted my original message. I haven't seen anything yet that really feels like it will change the game in the free patch, it's all just balance stuff that I could totally see happening in a much smaller patch (effectively with gameplay, I know that the change to the development and building system completely reworked the province systems). I guess the only real big change is the building system, but I'd prefer the old building system if I can't develop my provinces without the DLC. Now I can't improve provinces across the board at all and how many buildings I can actually build in any given province will be permanently limited if I don't get the DLC. That doesn't make sense, it's taking functionality away from the players that don't get the DLC.Free patch:

-Looting rework
-Committed armies
-Forcelimit change
-Map changes
-Buddhism split
-Peace overhaul
-Will definitely have more stuff not yet revealed
I can't see the building rework and dynamic development work as separate features, they have to be together. Either give us free development, or make the building rework a part of the DLC.
Then we run into the problem that there are no free features that actually change the game beyond small balance changes.
EDIT: I guess the new building system could maybe work if all provinces have an equal building limit without the DLC?
