No.
You'll still be able to do the same as before, the new building system replace the one that existed before, you'll be able to build less buildings, but one new building will be as powerful as many old buildings.
Chances are that france with maxxed buildings in its provinces in the new system will be as good as france with maxxed buildings in the old system.

What you don't get is the ability to improve development and thus to build more building in a poor provinces. Which has no relation whatsoever to the old system since the amount of (crappy) buildings was the same for any province.
What you're basically saying, is agreeing with me, but people should be happy because the new buildings are better (massive assumption) and you shouldn't have the choice of where and what to build in your provinces. I totally disagree with you. That removes strategic decisions, and even worse, you might be unable to build a fort in a border province if it's poor (or as rough climate/conditions).

Unfortunately, no. It won't be "fine and reasonable".
Considering that buildings are 'core-mechanics' and are interlaced closely with the rest of the game what you are asking will require to maintain 2 separate branches of the game.
Frankly, they won't do it. After all, that's the only reason you get 'free patches' and why MP is easier (excluding a crush here and there).

Moreover, you keep saying "free patch, free futures, free patch". It's been almost 2 years, that ship has sailed.

P.S. You MIGHT be right, I MIGHT be wrong. We don't have all the information on the patch for now. I'll leave it at that and call it a day.
No, Mimosa; 'cause that's a funny word. I'll leave it at that and call it a Mimosa.
They're removing a feature i PAID, for another that i have to PAY again.
If the right is to maintain 2 systems, they should do it. If they think it's better to take away features for those who won't/can't buy the DLC so they have the shore to maintain 2 systems, it's completely within their right to do it. But they will have to deal with the consequences.

Yes, I might be wrong. Obviously. And if I am, I will do a mea culpa. But, there are about 3 threads about this, and the Devs are speaking volumes with their silence.

The new building system is removing two of the most important buildings in the game, temples and armories. Why are those buildings so important? Because they give flat boosts to manpower and tax. Choosing whether or not to get any of those buildings early on in the game is one of the biggest strategic decisions you can make. With the upcoming patch, those buildings are being replaced by improving development, which will not be available to non-paying players if they keep things as they are. We are losing features that we payed for in the original release by no longer being able to give a one time flat boost to the tax or several one time boosts to the manpower of our provinces unless we pay.

I dream of a special colour to which moderators can set posts on this forum, such as beige, which would act as a 'dead horse' alert. That way, I could skip over all the posts which purport to 'debate' (I use the term generously) the merits of DLCs, using the same, worn, puerile arguments for both sides.

Super excited for Common Sense. :) These features could go a long way to alleviating some of the game's present tedium. Has anyone else noticed how systematic the EU4 DLC have been in reforming all the EU3 features which were inherited by EU4? It's almost as though there's a game-plan at Paradox to rejuvenate the game from the inside out, one mechanic at a time.

Here’s the example of a few buildings in the game.

Marketplace - Dip4 - +2 Trade Power - 50 gold
Barracks - Mil 6 - +25% Manpower - 50 gold
Cathedral - Adm 19 - +3% Missionary Strength & +40% Tax Income - 200 gold
Stock Exchange - Dip 22 - +100% Trade Power - 400 gold
Town Hall -Adm 22 -5 Local Unrest - 400 g

From the dev diary. They also said they're pulling a lot of the filler, and why in the world would you have buildings that do the exact same thing as developing?

Wouldn't that be along the lines of 'Dev posts' at the top right?

Building a Temple is not the same as increasing base tax.

Can I enforce religious demands on a vassal now? I think the overlord so be able to change the religion of his vassal the same way the emperor does with his subjects.

They are putting a hardcap on how many buildings you can build. Mod the values the buildings provide or change the building limit.

I have one more little question but really important for me to ask; will we getting more dynamic province names for specific countries or should I say cultures???

I'm not sure what you mean; isn't that already available to you through the "options" menu in game setup (its default is set to "no")?
