This is going to be great for the Khazars. The Silk Road will bring in the wealth that the Qagans historically had, and if they do it right, encourage the building of forts like Sarkel along it to protect trade. Jewish Radhanites could make the conversion happen more often, which would be great. The clan mechanics could make so if Bulan actually becomes Qagan and converts, the Bulanid dynasty could actually exist from 769. I'm just concerned about how nomadic elements of it will work. By 769, the Khazars had in many places settled down, and are considered to be semi-nomadic. They never needed to massively migrate after that, considering they had several larger cities (Itil, Khazaran, Balanjar, etc.) and major forts established in their territory. Will truly be interesting to see how this turns out.
