They are pretty realistic for my opinion, but if you know more plausible names, please, tell us.

The Capital is in Paris because if EC splits during early years of the game, it will not crash because a country where the capital is revolts. Spain will, spoiler spoiler, revolt in 2263, so Madrid is unlikely. Plus, it will conquer Portugal soon. Brussels is too close to the frontline. Germans could easily take it.
It depends. If you find and make 23 teams, then it is 23. If you get 1, then it is 1.
Swedish Empire is as unlikely as Japanese Nuclear Program. Plausible, but unlikely due to the country's population. Confusing statement, but there will not be a Swedish Empire. If you want a big Sweden, you can conquer others, but SE will not be featured in the mod itself.
