I think the game is in as good a state as it has ever been, which leaves a bit to be desired, but still very fun. That said, I can not recommend getting the DLC for anything more than %50 off and even then I think it should be priced closer to $5 per dlc.

I'm not a fan of putting the base game on sale this much. Most of the work goes into the base game, so it does not depreciate in value nearly as much as other games do. It probably actually increases slightly. With more people getting it for cheap, it will create an even stronger incentive to somehow squeeze any improvement into a DLC where ever possible instead of what would work best for the game.

I have a lot of issues with the game but putting it at the same value as Waking the Tiger is way off.

In my opinion this says nothing at all about the quality. You can switch back to whichever patch you like most, so in that sense the game can't get worse unless the devs remove this feature. It would be pretty devastating if years of work made the game worse, but better does not mean good or great.

Agreed. Many of them were maybe a bit overpriced to begin with. New patches introduce additional bugs into older DLC and DLC bugs get much less attention. Later expansions cannibalize some of their minor features. At some point it might make sense to just incorporate some of the older expansions into the base game

I think target groups for game and DLCs differ.

It will be hard to find people that never played HOI4 and are ready to pay 20EUR for a 2016 game. That is why they go down with the game price further to get new customers.

But people that play and enjoy HOI4 (and maybe haven't bought any game in 2020) may pay 20EUR for a 2020 ("new") DLC, even if there is a lot less content in the DLC than in the game.

Maybe someone is interested:
It seems that until 6th of June the Game is available for -75% and all DLCs except LaR for -50%

See https://www.paradoxplaza.com/on-sale/

On Steam as well.

Edit:
An the new Allied Armor Pack and Allied Speeches Pack are 17% off on Steam as bundle.

Just bought the Axis Armor Pack and Waking the Tiger DLC. So fricking cheap! Going to have the feeling that it would be worth it!

Of course I go and finally buy Waking the Tiger a few days before a sale...
Since you decided to go ahead and buy the DLC at full price, you must have thought it was worth it at the time. Has your opinion changed about the value of the DLC just because it is now on sale? You know video games inevitably go on sales every now and then, that shouldn't change the intrisic value that you subjectively give them. If you're feeling remorseful and suspect you might have overpaid for the DLC at full price, maybe you shouldn't have purchased it then?

If you think the HOI 4 DLCs are not worth the full price they're being sold for, like I do, and would prefer to wait a little bit and take advantage of periodic sales, which happen once per quarter on average, may I suggest you use Steam's wishlist feature. You can add any game or DLC to your wishlist and be automatically notified by Steam via email whenever it goes on sale in the Steam Store.

For tracking prices, sales, bundles and discount coupons across a wide range of online game stores in the region/currency of your choice, including the Paradox Store, I'd like to recommend the IsThereAnyDeal service (https://isthereanydeal.com/). It's a free service, you can sign in with your Steam account (no need to create a separate account). It allows you to create a list of games and online shops to monitor (the game list can be synced with your Steam wishlist), and to set a "target" price or discount for each game. The service then notifies you when that target is met. I have no affiliation with this service, I'm just a longtime satisfied user.

I just relied on word of mouth, like what Simon did when he informed me of the sales. :D

I have no remorse it was merely an observation a few days after I go ahead and make the purchase it gets discounted. Just bad luck/timing and British humour. It was on my wishlist for a long time but as I never play China or Japan I never took the plunge. Finally went for it and then it goes on sale :D

Is Death or Dishoner any good? It's the only dlc I don't have.

By good I mean, does it open up gameplay opportunities for the countries that are given focuses?

That's probably because you own the Colonel Edition.Podcat has said on the DD that the Allied Armor Pack will be free for persons with the Colonel Edition.

IMO it's a lot of entertainment for the price. Not just in how many hours you spend, but the enjoyment you get out of those hours. It's a really great return on investment

My personal feeling is that many sales of the sales going on right now are influenced by COVID19 and all the lockdowns. I've had most of my Steam wishlist go on sale since March. Besides that, it's better to have more players than not

Of course I go and finally buy Waking the Tiger a few days before a sale...

Find solace in the fact that you have invested in the future of the game

Thanks for saying this. You made my last decision to buy DoD a lot easier. I was just starting a new German campaign, and decided to buy the DLCs for the soundtracks and potentially other new features to enhance experience. After buying the first two (Axis Armor Pack, Waking the Tiger), I thought the DLCs are really good for the price. So I decided to buy TFV for the soundtracks and new voiceovers. Then I saw DoD has three more soundtracks, new arts and fascist related features. I thought it should be the final purchase of my "shopping spree", but still have questions about it.
